Gillian Shaw has been a public servant for 20 years in both state and federal governments. As a Senior Executive within the Australian Public Service, Gillian has been responsible for negotiating remuneration arrangements for community pharmacy and reforms to the Pharmaceutical Benefits Schedule, reforms to health involving negotiations with states and territories related to hospital funding, health system governance and system performance. Over most recent years Gillian has been responsible within the health portfolio for implementing the government’s smaller government and de-regulation agenda, and currently leads the Department’s policy advice on health regulatory functions and related reforms.
Over her career Gillian has led secretariat support for many important reviews, these have included the Commission on the Review of Tasmanian Health Services, Commonwealth response to the PFAS/PFOA contamination; National Dust Disease Taskforce; COAG Expert Panel Review of elective surgery and emergency department targets, and the review of the Gene Technology Scheme. Other reform achievements include establishing the new Australian Industrial Chemicals Introduction Scheme. More recently Gillian worked in aged care leading a cross agency taskforce to align regulation across the care and support sectors (Aged Care, NDIS and Veterans) and to design a new approach for regulating aged care.
Prior to joining IHACPA in January 2024, Gillian was on secondment to the Department of Prime Minister and Cabinet, working on the Independent Review of the National Disability Insurance Scheme. Gillian is now heading up a team in IHACPA to identify opportunities for NDIS pricing reform.
